It is a city wide public art project that travels all over the country. There was (or is) a similar one in Gringolandia. They appeared in Portland, Oregon a year or two before we left.
Many different Mexican artists created the cows. They are placed around the city and moved to another town after a month or so. The ones crossing the bridges are especially nice but I haven't gotten photos of them yet.
