Yes, they are burros painted. In the 1920s there were carts on Av. Revolucion with burros for tourists to have their photos taken. Then someone discovered that burros painted like zebras showed up better in the photos and attracted the tourists so now it is a long standing tradition, Tijuana zebras in front of carts full of tourists.
i don't get it, they are clearly donkeys, but they got stripes...are they painted?
